Comfort: In terms of physical sensation, electric heating has the problem of uneven heating distribution, with only a small area feeling warm, while, air conditioning has forced convection, resulting in a more even distribution of heat. You cannot compare the heat distribution between a 24-hour electric heater and an air conditioner that has only been on for half an hour when you arrive home.
Safty: In terms of safety, there's nothing to say. Air conditioning is much safer than electric heating. Firstly, the air conditioning circuits are all specially arranged, with extremely high redundancy in specifications (in fact, variable frequency air conditioners do not require such high redundancy, and their redundancy can be calculated based on lighting fixtures rather than electric motors). Secondly, air conditioners usually only turn on the plug twice a year, or even not at all. Finally, there is no high temperature zone inside the air conditioner, and the highest temperature in the heat exchanger is only 50-80 degrees Celsius.
